  1. Is there a legal requirement for seller's agents to return signed offer letters? Ethical requirement?

    I am a home buyer. The seller's agent involved in an offer has missed every deadline given on the offer/counters, has continuously used delay tactics and does not return phone calls. For a number of reasons, I became suspicious that the offers were not even being presented to the seller and finally requested a signed rejection. It has been three days since that request and still no response. Considering filing a formal complaint. Advise please.
